Between 1997 and 2003 Dr. Rogan served the Medicare Program as the medical director for CMS’s California Medicare part B carrier which served 2 ½ million patients. His responsibilities included local coverage decisions, coding, and pricing, medical review, technology assessment, off-label drug coverage, support for administrative law judge hearings, law enforcement support, claim data analysis, carrier business planning, and conflict resolution.

Before working for the Medicare Program, Dr. Rogan owned and operated a family and urgent care group practice that was open every day for 18 years, which followed an emergency medicine practice of 7 years. In the mid 1970’s Dr. Rogan helped develop the first paramedic program in east San Francisco Bay Area during which he trained paramedics and advance practice nurses in advanced cardiac life support. He has been an instructor at Contra Costa Community College district, a visiting lecturer at Wayne State University School of Medicine, and a lecturer at various emergency medicine scientific assemblies.

Dr. Rogan holds BA and MD degrees from the University of Michigan. For 23 years he was board certified in emergency medicine. Dr. Rogan has served as a representative to the local (Alameda –Contra Costa Counties) and state medical societies (California), the family practice society (Contra Costa), and to the California Department of Health Services- Radiologic Technologist Certification Committee. He also served the Medical Board of California and the California Attorney General as an expert reviewer. For 25 years he served as a medical expert to help resolve medical liability disputes, including courtroom and deposition testimony. As a practicing physician, he provided expert opinions to the Medical Board of California and to local law enforcement for licensure and criminal cases.

As a public service, he investigated the Medical Disaster at Redding Medical Center (1997-2002) and reported his finding to federal and California legislatures. He volunteers as a primary care physician ½ day a week serving uninsured patients at the Sacramento Primary Care Clinic.
